Operation shield mock drill : Why blackout drills are held in boarder states.

Purpose of emergency mock drill : A mock drill for emergency evacuation is a simulated exercise designed to mimic real-life emergencies. The primary goal is to evaluate the preparedness of citizens and the efficiency of evacuation procedures. These drills test how quickly and safely citizens can exit the premises and regroup at designated assembly points.

The Operation Shield has been planned in the wake of esclated tensions with Pakistan after the terrorist attack in J & K’s Pahalgam on April 22, which claimed 25-26 lives. For its strong response, India launched ‘Operation Sindoor’ on May 7, targeting terror camps at nine locations across Pakistan and Pakistan-occupied Kashmir(POK).

The mock drill on May 31 will be carried out to enhance readiness for any potential hostile attacks from Pakistan.

The drill will be conducted to help identify key preparedness gaps that the defence forces came across, post May 7 drills in high-risk areas.

Why mock drill in border states?

The Directorate General of Fire Services & Home Guards had earlier announced that the civil defence exercise ‘Operation Shield’ would be conducted in Jammu and Kashmir, Punjab, Rajasthan, Gujarat, Haryana, and Chandigarh on May 31.

The Directorate General of Fire Services and Home Guards had already observed that the initial phase of the drill, on May 7, identified significant readiness deficiencies which must be fullfilled. Subsequently, the Home Ministry issued orders on May 9, exercising emergency powers and sanctioning/granting funds through the State Disaster Response Fund (SDRF) for remedial actions.

As per authorities these exercises are necessary to strengthen civilian and military coordination, particularly along India's unrest-prone western border.

Is there a mock drill on 31 May?

The first exercise revealed some of the critical gaps in readiness, which further prompting the need for ‘Operation Shield’ to address these issues and “augment the Civil Defence prepareness against any hostile and sudden attack”.

As per the government press release issued on Last Thursday, the mock drill will be held at 5 pm on May 31 across several districts bordering Pakistan. The exercise aims to bolster preparedness in vulnerable areas near the Line of Control, particularly in Punjab, Haryana, Jammu and Kashmir, Gujarat, and Rajasthan.
